The consultation meeting outputs between Barcav and civil society organizations in Erbil about “Afrin’s disaster”..

Introduction:
Barcav organization was held a consultative consultation meeting in Erbil (Kurdistan- Iraq) between some of civil society organizations for half a day in its headquarters in Erbil about Afrin disaster and about civil society and humanity performance and its role in the process of advocating people and stand by them in their ordeal as well as the approach of civil society itself and the values of each actor in this field and about the exchange of informations with united nations organizations and the extent of their successful and their failure to “win the confirmation “.

The Attendees:
Civil society organizations that concerned with civil, human and human rights working in Kurdistan-Iraq, and the presence include actors in the civil field, and they were 10 organizations.

The situation:
The displaced people from” Afrin” divided into many cases:
-A division stayed in” Afrin” and did not come out with all the consequences, and a division refuge to the area of Shirawa hoping to return soon, and a big division return to their villages, and there are still crowds in the village of Shirawa waiting to return.
-A division still sleeps in the outdoors and their number estimated over 150 thousand between Al-Shahba, Nobl and Al-Zhraa. And there are families living in caves.
-A division rented in Nobl or Al-zhraa but their place is very bad so they settled in a graveyard, and a division sleep in Al-Husainiat (temples of Shiia) and in big halls which include many families.
-A division depend on dealers smuggling people and they were blackmailed and moved to regimes areas under difficult conditions.
-A division moved to Manbaj, Kobani and Al-Jzeera area and their numbers estimated over 10000 people.

-Dozens of families are on their way to Kurdistan-Iraq.


Topic of discussion:
-Make sure that the meeting is consultative consultation meeting, the purpose of this meeting is to draw lessons in order to improve and crystallize the performance of civil society and how to respond to people’s needs and advocacy in their cases.
-Engage in weaknesses and power points about the” Afrin disaster”.
-What if we faced another similar disaster?
-Why do we the civil society deal with what happened in our country by the spirit of “every one cry on his dead”? , why did not we extend our concerns to include other areas especially Al-Ghota for example?
-was it possible to lunch advocacy campaigns in more deeply and effectively way, and do we achieve our aims of our support for the issue of Afrin and its disaster?
-Where are we from the issue of social cohesion?
-The responsiveness of United Nations organizations especially The UN, Special Envoy Office, civil society support room in Genève and OCHA, with our appeals and speeches addressed to them?
-Where are we from exchanging informations with the UN system: OCHA, Red Cross, Special Envoy Office, civil society support room in Genève and National organizations especially Syrian network association?

The criticism:
Barcav considered that it is important to criticize ourselves, and it criticize itself because its interest was confined to Afrin, although people’s issues were indivisible, it was important to start with the spirit of civil society.

The Outputs:
-We should not go from the logic of the guardian to the people, and give them the freedom to choose where they want to stay and support them in their cases and respond to their needs.
-refusing forced displacement of people, and cannot accept the eradication of people from the place of their grandparents and parents and put them in another home without their will.
-creating a safe environment for the displacement people, and securing the rights of the displaced people, and asking for the punishment of those who uprooted the displaced or exploited their situation.
-Provide secure corridors for those who wish to return to their homes and villages and provide facilities for them and inviting partner organizations there to respond to their needs and to compensate everyone who lost his home and his possessions to achieve decent living conditions for them.
-Working fast without being late to insure basic needs which include shelter, food, clothing and medical services, and securing education and maintaining educational attainment which is to continue education in the language of the population and to provide complete freedom for the students to study what they choose.
-do not imposing strange regulations, and bringing in curricula that may not be consistent with the aspiration of people and imposed by force on the people.
-Respect the symbols of people and maintain their dignity by respect the values and people culture.
-Work to provide an environment for stability and non-violence.
-respect people’s attitudes and political views and allow them to express themselves the way they want.
-thinking about holding a local conference for the community and political components sponsored by the UN, so to achieve stability by building bridges and enhance the confidence between the components.
-Any offensive military operation does not helping to stabilize but aggravating the crisis and thus keeping people away from their destiny in building peace and crystallization of the political process as a prelude to holding a general Syrian national conference and its outputs be as new” social contract”, away from any dominant, and the United Nations will have all the role.
